LEA, in conjunction with the Globe Risk International (GRI) examined and reviewed the Edmonton Transit System (ETS) to benchmark transit security industry standards against several criteria across the organization. ETS employs over 1,600 personnel and has a fleet of over 790 buses, 37 light rail vehicles, and 123 paratransit vehicles.
LEA had previously undertaken a Threat Risk Assessment (TRA) for ETS and developed a strategic plan that addressed the needs documented in the Security Review and conformed to industry best practices. The primary aim was to achieve crime reduction targets.
This project consisted of a review of transit facilities, operations, security systems, and physical security best practices at 13 transit agencies across Canada and the USA.
Aspects of the review included:
- Analysis of security systems
- Security staffing
- Physical security measures and policies/procedures for maintaining a secure transit environment.
The work culminated in a comprehensive report outlining best practices findings and evaluations in several key areas related to transit security operations. The information was used subsequently by Edmonton transit for delivery and presentation to City Council to inform the basis of future security deployments.
