LEA, in conjunction with the Globe Risk International (GRI), conducted a comprehensive Threat Risk Assessment for the Bank of Canada’s Primary Data Centre and Disaster Recovery Facility in Ottawa. LEA then undertook a comprehensive security systems design building upon the TRA findings and recommendations, and subsequently provided contract administration services. In the context of its critical data centre operations, the project team assessed the organization’s readiness to respond to criminal and terrorist activity at this location along and the overall effectiveness of disaster recovery planning.
The team oversaw the development of recommendations for physical, procedural, and technical improvements specific to the sensitive nature of this facility. The TRA work also involved coordinating with engineering staff for costing and phasing of recommendations in the context of upcoming reconstruction work.
Given an aggressive construction schedule by the client, immediately following the TRA process the LEA design team needed to build on the TRA recommendations to undertake a comprehensive security design for the entire facility. Tight integration between TRA and design staff allowed for efficient translation of TRA recommendations into design requirements and construction documents suitable for implementation.
